Chavez chantajeó a Zelaya con Petrocaribe para que apoyara a las FARC

Lo que siempre se sospechó pero nunca se tenían pruebas en torno a la injerencia del presidente venezolano en los asuntos de Colombia y de Honduras queda demostrado en la publicación mas reciente Wikileaks. La conchupancia en todos los negocios de Manuel Zelaya con Hugo Chávez queda en evidencia. Más tarde en otros encuentros en Tegucigalpa y Caracas el venezolano fue más allá al pedirle a los hondureños su total apoyo a Zelaya al que financió hasta que lo derrocaron.

El 28 de Enero de 2008 el embajador estadounidense en Honduras Charles Ford informó a su gobierno que el Presidente Hugo Chávez le habría solicitado a su par hondureño Manuel Zelaya sacar a las FARC de la lista de terroristas.

El cable de Wikileaks, traducido:

1. Resumen: Durante su visita del 16 de enero a Honduras,
nuestras fuentes nos dicen que el presidente Hugo Chávez pidió al presidente hondureño Zelaya, que borre a las Fuerzas Armadas Revolucionarias de Colombia (FARC) de las listas terroristas o
que públicamente reconozca que no son terroristas. Esto sería más fácil para Honduras ya que este gobierno no tiene una “lista de terroristas”

La petición se conoció el 28 tras ser ”filtrada” en un artículo de la prensa local.

Creemos que Chávez también pidió a Zelaya firmar la membrecía en la Alternativa Bolivariana para las Américas (ALBA)
o al menos enviar un representante a l sexto encuentro de la ALBA en su Cumbre a partir del 25 de enero. Zelaya envió a su saliente canciller Milton Jiménez, quien afirmó que su misión era
para finalizar el acuerdo con Petrocaribe, aunque estuvo sentado en el todas las reuniones de la ALBA y fue reconocido por Chávez como un funcionario en calidad de observador.

2. (C) De acuerdo con fuentes del Ministerio de Relaciones Exteriores durante su visita del 16 de enero a Honduras (ref.
a) el presidente venezolano, Hugo Chávez, pidió al presidente Manuel Zelaya, que borre las FARC de las listas terroristas o
que públicamente reconozca que no son terroristas. Entendimos por nuestros contactos que Zelayaestaba pidiendo opinión a los Ministerios de Defensa, Seguridad y Relaciones Exteriores antes de tomar una decisión final. La cuestión entonces se hizo pública antes de que las discusiones internas se celebraran. En un artículo en el conservador El Heraldo el 28 de enero, el titular principal señaló: “Las FARC no está en ninguna lista de Honduras de terroristas.”

En el artículo, el vicecanciller Enrique Reina es citado
diciendo que el Gobierno de Honduras ha condenado todos los atentados terroristas, pero que en el caso de Colombia, consideran a las FARC como un asunto interno
que los colombianos deben resolver. Añadió que
el Gobierno de Honduras se acerca a la cuestión multilateral y regional, a través de la política de seguridad conjunta del Sistema de CentralIntegración Centroamericana (SICA).

El artículo fue seguido por una nota diplomática “Urgente” enviada a la Embajada en la que estospuntos fueron reiterados. El Director de Exteriores, Eduardo Rosales Ramírez, negó que estos pronunciamientos fueran hechos en respuesta a una petición de Chávez, y confirmó que el Ministerio de Relaciones Exteriores no tiene su propia lista de organizaciones terroristas, sino que basa sus acciones tanto a las listas de la ONU como en las del Gobierno de Estados Unidos. Rosales también acusó a El Heraldo (que es
propiedad de Jorge Canahuati, que está más estrechamente alineado con el Partido Nacionalista), de crear en forma maliciosa una historia quedañe la administración de Zelaya.

3. (C) Las fuentes nos dicen que cuando al Jefe de Defensa Romeo Vásquez Velásquez se le pidió su opinión sobre el tema,
dijo que desde que las FARC no amenazan las fronteras de Honduras, se considera una amenaza interna y no una organización terrorista. Pero cuando se le acercaron directamente el 28 de enero, Vásquez dijo a un tal A/ DAO que “La lista de terroristas que tiene el gobierno de Estados Unidos es nuestra lista de terroristas” y agregó que el HOAF no funciona con las listas de las Naciones Unidas ni mantiene su propia lista. Vásquez se molestó porque q la prensa había publicado el artículo, señalando que los editores lo habían hecho a propósito para provocar problemas con los Estados Unidos.

4. (C) Comentario: Aunque las fuentes de la cancillería hondureña lo negaron sospechamos que Chávez pidió a Zelaya hacer ese
pronunciamiento en apoyo de las FARC a cambio de meterlo en el acuerdo Petrocaribe en condiciones favorables (ref. b). Además, creen que Chávez pidió a Zelaya enviar un representante a la Sexta Cumbre del ALBA si hablaba en serio acerca de cómo obtener un acuerdo conPetrocaribe. Así el 25 de enero, el Canciller Milton Jiménez voló a Venezuela y participó en la cumbre como un funcionario observador. Dudamos que es mera coincidencia que Chávez no firmó el borrador del acuerdo de Petrocaribe con Honduras hasta la conclusión de la Cumbre del ALBA, cuando lo pudo haber firmado durante su visita del
16 de enero.

Summary: During his January 16 visit to Honduras, sources tell us that Venezuela President Hugo Chavez asked Honduran President Zelaya to either remove the Revolutionary Armed Forces of Colombia (FARC) from any terrorist lists or publicly acknowledge it as not being a terrorist organization. As the GOH has no official “terrorist lists” the announcement was made January 28 via a “leaked” press article. We believe Chavez may have also asked Zelaya to sign onto the Bolivarian Alternative for the Americas (ALBA) or at least send a representative to the Sixth annual ALBA Summit starting on January 25. Zelaya sent his outgoing Foreign Minister Milton Jimenez, who claimed his mission was to finalize Petrocaribe, but who sat in on all the ALBA meetings and was acknowledged by Chavez as an official observer. End Summary. 2. (C) According to sources within the Ministry of Foreign Affairs (MFA), during his January 16 visit to Honduras (ref a) Venezuelan President Hugo Chavez asked President Manuel Zelaya to either remove the FARC from any terrorist lists or publicly acknowledge it as not being a terrorist organization. We understood from our contacts that Zelaya was asking the Ministries of Defense, Security and Foreign Affairs to give him their opinions on this issue before he made a final decision. The issue then went public before any internal discussions could apparently be held. In an article in the conservative El Heraldo on January 28, the headline read “The FARC is not on any Honduran Terrorist Lists.” In the article, Vice Foreign Minister Enrique Reina is quoted as saying the GOH has condemned all terrorist attacks, but that in the case of Colombia, they regard the FARC as an internal matter that the Colombians need to resolve. He added that the GOH approaches the matter multilaterally and regionally, through the joint security policy of the System for Central American Integration (SICA). The article was followed by an “urgent” diplomatic note sent to Embassy in which these points were reiterated. The MFA Director of External Affairs, Eduardo Rosales Ramirez, denied that these pronouncements were made in response to a request by Chavez, and confirmed that the MFA does not have its own list of terrorist organizations, but bases its actions on both the UN and USG lists. Rosales also accused El Heraldo (which is owned by Jorge Canahuati, who is most closely aligned with the Nationalist party) of maliciously creating a story to damage the Zelaya administration. 3. (C) Sources tell us that when Chief of Defense Romeo Vasquez Velasquez was asked his opinion on the issue, Vasquez said that since the FARC does not threaten Honduras’ borders, it is considered an internal threat and not a terrorist organization. But when approached directly on January 28, Vasquez told A/DAO that “Your (the USG) terrorist list is our terrorist list,” adding that the HOAF does not work from the UN lists and does not maintain its own list. Vasquez was upset that the press had published the article, saying the editors had done it purposely to stir up trouble with the United States. 4. (C) Comment: Although flat out denied by MFA sources, we still suspect that Chavez asked Zelaya to make a pronouncement in support of the FARC in return for his concessional Petrocaribe deal (ref b). In addition, we believe Chavez asked Zelaya to send a representative to the Sixth ALBA Summit if he was serious about getting a Petrocaribe deal. So on January 25, FM Milton Jimenez flew to Venezuela and participated in the summit as an official observer. We doubt it is mere coincidence that Chavez did not sign the draft Petrocaribe deal until the conclusion of the ALBA summit, when he could have signed it during his January 16 visit (ref B).
